Questions on Sowing seed in Islamabad

I just started gardening on my balcony in April this year and this is my first time preparing for Spring 2016 season. I have went through the forum and noted that Sep-Oct is the best time for seed sowing for Spring. However, even though nightime temperature is cooler now in Islamabad the day time temperature still >30DegC these days... some of the seeds packing recommended to sow at 25-30degC. Do you think I should wait till October for temperature to drop more or will it be OK to go ahead and sow now.

I'm planning to sow the following seeds:
Cornflower (T&M)
Sweetpea (T&M)
Cosmos (T&M)
Viola (T&M)
Lupin (T&M)
Aster Bonita (Sky Seed)
Stock Gold Cut (Sky Seed)
Ranunculus Bloomingdale (SkySeed)
Strawberry
Lettuce Iceberg & Grand Rapids
Easter Bonnet Assylum (Sky Seed)
Gazania Sunshine (sky seed)
Marigold African (sky seed)

Also, I still have some of my summer plants growing and producing crops (okra, cucumber, capsicum) and would like to know when these crops should be remove. They are suffering from green and black aphids infestation which I have been fighting with homemade garlic chilli insecticidal soap solution which I found recommended in internet but it has been a losing battle. My late cosmos are infested with red spider mites which I can't seems to get rid off. Does anyone have an effective solutions which they are using. I also thought that maybe these pest will be less if weather gets cooler later and didnt want to start the new seed and have them infected with same pest because the weather still too hot.

So any advice is appreciated. Thank you.

You can sow now the following:

Sweetpea (T&M)
Cosmos (T&M)
Aster Bonita (Sky Seed)
Stock Gold Cut (Sky Seed)
Easter Bonnet Assylum (Sky Seed)
Gazania Sunshine (sky seed)
Marigold African (sky seed)

Rest of them by October 3rd week.

You must get rid of the infested plants before sowing seeds as your newly emerging plants will be attacked in no time... Garlic/soap spray requires 4-5 times spray per day...

Thank you Sir... I will start working on getting rid of those pest right away. I didn't realised that the spray need to be that frequent was doing it few times a week max. I guessed thats why I was not getting rid of them.
Out of curiousity, if the seeds which you mentioned to sow now end up being sown later in October, can they still grow well?

Planning to sow all those seeds, you mus be having a huge balcony

Yes they will still grow well and bloom inshaAllah.. but you can prolong the blooming season by sowing early

Thank you. I wished my balconies are bigger since I have lots of flowers which I wish to grow but have to be content with these for now...appreciate all your advise.
